AI initiatives set to improve pediatric healthcare, government to improve online services, and cybersecurity

The recent eGovPH Super App outage, is a clear example of the challenges that come with rapid digital growth. With more than 40 million downloads, the app couldn’t handle the surge in demand when users tried to access travel and business services simultaneously, especially during the busy summer travel and permit renewal season.

According to DICT (Department of Information, Communication and Technology), the outage wasn’t just a technical glitch. It came down to limited server capacity. Tight budgets made it tough to scale up cloud resources quickly. To keep the app online, the agency had to temporarily stop linking some government services to the digital national ID system.

DICT is now building a more flexible system to prevent future outages and is seeking additional funding to expand its cloud capacity. This incident shows how crucial it is to have a digital infrastructure that can keep up as more government services go online.

At the same time, the Philippine government is making cybersecurity a top priority. The focus is on using AI for defense and managing digital identities to keep the digital economy secure.

The plan centers on three main goals: accountability, ethical use of AI, and regional leadership.

One big move is the push for mandatory social media verification. DICT aims to link accounts to real legal IDs, such as the Digital National ID or SIM registration, but users can still keep their public screen names for privacy.

The roadmap also features the Oplan Kontra Fake News campaign, which targets AI-generated disinformation. It sets up quick-response teams to remove harmful deepfakes and introduces stricter rules for high-risk sectors such as finance and elections.

This effort matches the ASEAN Digital Economy Framework Agreement. With a new $25.6 million partnership with South Korea for a National Cybersecurity Center, the Philippines is aiming to lead the region in responsible AI. The goal is to build trust and make the country a top pick for international tech investment.

Switching gears from defense to healthcare, let’s take a look at the AYUHON program, launched in April 2026. This initiative is bringing artificial intelligence into pediatric healthcare across the Philippines. Led by the Department of Science and Technology (DOST), with support from DOST-PCHRD (Philippine Council for Health Research and Development) and top medical organizations, AYUHON is designed to help doctors and nurses tackle tough healthcare challenges, especially in remote and underserved areas.

AYUHON’s main innovation is its AI-powered Clinical Decision Support Systems, which help healthcare workers make better decisions, even without internet access. The program includes ChildMIND, which helps identify and support children with neurodevelopmental disorders, and CHARITY, which assists doctors in diagnosing and treating childhood tuberculosis in high-risk areas.
