The Philippine government just gave the online platforms Reddit and Discord a 24-hour deadline: appoint a local representative or risk being blocked nationwide.
The Cybercrime Investigation and Coordinating Center (CICC) sent out letters on September 21, telling these platforms to comply right away. The goal: make it easier for Philippine authorities to hold tech giants accountable. CICC’s Executive Director Renato Paraiso says this isn’t about policing the internet, but about keeping people safe.
“When an online threat spills over into the real world, there has to be a clear channel for authorities to act,” Paraiso stated.
Why the sudden crackdown on online platforms
This ultimatum comes after a string of violent incidents tied to online platforms and video games. School stabbing incidents in June left several gravely wounded. And in the same month, a 14- and 15-year-old student shot and killed several people and wounded more than a dozen people.

The CICC points to recent school shootings, like the one at Banga National High School in South Cotabato on September 18, and another at Ateneo de Zamboanga University. Several school violence incidents occurred this June.
Investigators say that dangerous ideologies, violent extremism, and online child exploitation often slip through the cracks as there’s no local contact for authorities to reach out to quickly.
So now, Reddit and Discord have to name a local representative who can answer to Philippine law. The CICC also wants them to hand over:
- Comprehensive written breakdowns of current safety protocols and age-assurance/age-verification systems.
- Actionable rapid-response blueprints for emergency takedowns.
- Participation in a cross-sector, multi-agency coordination framework targeting NVE (nihilistic violent extremism) and minor exploitation rings, with proposed engagement facilitated by the Department of Foreign Affairs (DFA).
What happens if online platforms don’t comply?
If Reddit or Discord ignore the deadline, the CICC says it could work with local telcos and regulators to block these platforms in the Philippines.
This tough stance is part of a bigger shift in how the Philippine government handles tech companies. Regulators are now treating online safety as a national security issue, not just something companies can choose to care about.
Industry and Public Reactions
Not everyone is on board. On forums like Reddit Philippines, people are torn. They want to stop real-world violence, but they’re worried about whether these rules are realistic, if they go too far, or if blocking platforms will do more harm than good. For platforms that don’t have a local office or are run by the community, meeting these demands could be a dealbreaker.
With the deadline looming, Reddit and Discord must respond. If they don’t, they could end up blocked in the Philippines, as has happened in other Southeast Asian countries. For now, updates are available on the CICC Reporting Portal.
